Policies govern the sharing of information between healthcare entities. We focused on the HIPAA Privacy Rule and the Common Rule for Research for a statewide master person index. The Utah Statewide Master Person Index (sMPI) will link identity information from University of Utah, Intermountain Healthcare, and Utah Department of Health Support operational and research use cases. The need for real-time identity resolution in operational systems and the diverse nature of healthcare and public health systems in the sMPI require a standardized, automated and dynamic approach for policy enforcement. The KAoS Policy Ontology is used to enforce policy in distributed systems for industrial, military and space applications. KAoS supports reasoning, analysis, conflict identification and policy enforcement in a variety of domains. KAoS has not been used to support HIPAA-regulated activities, including healthcare operations and research
